Peking, May 15, 1907. I HAVE the honour to report, with reference to your despatch No. 117 of the 21st March, that the French Minister having informed me that he had duly notified the Wai-wu Pu of the willingness of his Government to co-operate in measures for the prohibition of the importation, manufacture, and sale of morphia, I yesterday took an opportunity of ascertaining from the Ministers of that Board whether they intended to make any further efforts to obtain the consent of the German Government to the prohibition.
The Grand Secretaries Na and Ch'u expressed their appreciation of the sympathetic assistance they had received from His Majesty's Government in this matter, and remarked that there were now only two leading Powers-Germany and Japan-whose consent had not yet been obtained.
They intimated their intention of again approaching the German Government on the subject, and said they would esteem it a favour if I would let the Japanese Minister know of the adhesion of the French Government and the progress that had been made towards a solution of the question on the lines laid down by His Majesty's Government.
This I agreed to do, and to-day I explained to my Japanese colleague the present state of the case. Mr. Hayashi said he would communicate with his Government and ascertain what action they proposed to take.
